AKSO: UMB's CIO as a Service Rapidly Steps Into the Role of IT Manager.

The situation at the Compensation Office of the Canton of Solothurn, AKSO, was tense, press coverage was negative, and various management positions were vacant. In addition, the Head of IT had resigned. His superior and Deputy Managing Director suddenly found himself in the role of Managing Director and quickly needed support in managing the IT. Within a few days, UMB stepped into the breach, with CIO as a service. An experienced UMB consultant quickly familiarized himself with the situation and assumed the responsibilities of IT management. He will continue to oversee AKSO's IT operations until a permanent replacement is found.

The Compensation Office of the Canton of Solothurn, AKSO, performs important functions in the area of social insurance. Its tasks include the payment of AHV (OASI) and IV pensions (DI), supplementary benefits, income compensation, individual premium reductions and family allowances. AKSO acts on behalf of the Swiss Confederation and the Canton of Solothurn.

 

Operational disruptions cause public concern and negative press

The disbursement of social security benefits is of great importance to society. For this reason, people quickly became aware of the challenges in the organization of AKSO and the resulting inadequate services. This led to negative press coverage.

It was clear to the deputy director at the time that something had to be done immediately. In October 2023, UMB was commissioned to manage parts of the IT on an interim basis. After just a few days, our experienced consultant was able to assume day-to-day IT operations.

 

IT operations secured and time created for the deputy managing director

CIO as a Service from UMB provided two crucial advantages for AKSO. First, the extensive experience of the UMB consultant in the role of IT manager ensured the seamless operation of the IT infrastructure and applications. Second, this relieved the new management team of many routine tasks, allowing them to immediately focus on their core function – improving service quality for the insured. That is creating time.

 

As much IT as necessary and an independent external view

AKSO's mandate is a classic CIO as a service from UMB, which can be adapted to the customer's needs. In this case, we started with a 40% workload, and since March 2024 our consultant has also taken over applications operations, manages six employees, and now works 80% for AKSO. The consultant also supports recruitment and selection of candidates. He will also train the new ICT manager in his tasks. 

Almost incidentally, AKSO has gained an independent external view of its IT operations and strategy, and can develop and improve both on the basis of the analysis carried out.
